If you go to their website http://winstarworldcasino.com/events/view/the-split-hot-seat-drawings?recurring_id=1346734800

It describes their hot seat drawing process.

I understand their hot seat drawings but I am looking to buy an entry chip from someone that has won a hotseat and either has more than one or doesnt want to play in the tournament.

You can not buy a chip from someone. They do not allow it. They stopped that practice a few years ago.
