I'm confused. How can the Beau and the Grand in Biloxi not be landbased?

While they have all the appearances of being land-based casinos, these are still barges. They are basically land-based casinos built over the water, but they meet the legal definition of riverboat casinos.

The trouble of course is that this requirement forces the casinos to be built in the most threatened location when a hurricane approaches.
