Tournaments in Indiana hotels? Interesting...

I played a tournament in Niagara Falls NY last month and it was held in the hotel lobby. Similarly, some tournaments I've played in Quebec have been held in conference rooms.

I'm wondering if the article is simply saying that hotel/casino operations would be able to use their hotel space for hosting events, as opposed to random hotels being allowed to host events.
